Description:Provide Safe Horizon with professional purchasing/supply management services to address:
• the changing nature of supplier relationships and alliances;
• the growth and use of the Internet to facilitate e-Procurement;
• the focus on strategic goals related to cost/value;
• the shift from basic purchasing transactions to more strategic supply management.

This position focuses on strategic sourcing and procurement management and will be responsible for devising and implementing improved methods of identifying suppliers, vendors, and third party service providers. The Manager, Sourcing and Procurement, will be responsible for achieving the agency’s procurement objectives which include ensuring compliance with funder procurement requirements (i.e., utilizing multi-source bids, WMBE contracting), consolidating purchase arrangement among various agency departments where advantageous, maximizing cost savings, and ensuring quality of products and services. The position will oversee and coordinate agency-wide monitoring of procurement and service contracts.
Responsibilities:• Manage and support a portfolio of contracts and/or agreements to include both Headquarters and all Safe Horizon locations (both existing and future sites) for the full range of goods and services required by the Agency.
• Become familiar with and ensure compliance with government and private grant funder procurement requirements.
• Develop and administer policies and procedures, sustainable solutions, maintain overall cost controls and adherence to all contract/agreement-based compliance requirements.
• Develop Requests for Proposals and similar solicitation methods necessary to identify qualified service and product suppliers.
• Implement a comprehensive vendor selection and management program ensuring full assessment, legal and financial compliance of all vendors.
• Develop and manage relationships with vendors to sustain thorough knowledge of current activity and prospective business opportunities.
• Identify and implement actions necessary to enable departmental staff to execute purchase transactions directly using P-card, e-procurement, and similar methods;
• Establish periodic performance objectives and measures for use in evaluating vendor performance product pricing, quality, technological support, where necessary, best practices and minority vendor commitment.
• Monitor a system of controls to ensure that all appropriate contracts are in effect and observed on all equipment at all sites and locations.
• Implement standardized purchasing and contracting policies, procedures and processes resulting in significant improvement in operations while increasing accountability and lowering total cost of service.
• Implement vendor consolidation resulting in improved service levels and user satisfaction while lowering total overall service costs.
• Initiate the development of standardized scopes of service; project purchasing management methodology and vendor management procedures based on “best in class" industry standards.
• Provide strategic sourcing, contract, procurement and warehousing support and expertise.
• Initiation of cost savings programs through scope modification, contract re-negotiations and Requests for Proposals.
• Develop and implement, in collaboration with Finance Department, a comprehensive, economic and efficient requisitioning and purchase order procedures and processes.
• Develop and implement effective systems and processes for purchasing and vendor management for both the Headquarters and all Safe Horizon sites and locations. Monitor and place orders for direct ship products to the users.

• Bachelor’s Degree or equivalent experience and training in purchasing and contract negotiations and management experience.
• Five (5) years of experience in a managerial role in purchase and contract negotiations (preferably to and from government agencies), purchasing and contract management certifications preferred.
• Demonstrated success responding to inquiries regarding contract obligations and revisions, identifying risk and issues, and suggesting alternatives that lead to best practice solutions.
• Strong familiarity with governmental contracting requirements.
• Experience in inventory management.
• Highly developed negotiation, facilitation, problem solving, decision making and consensus building skills.
• Thorough skills in drafting or responding to RFP’s, contract preparation, negotiations, interpretation and holding vendors to contract terms.
• Extensive financial analysis and planning skills, ROI analysis skills and business value analysis skills. General knowledge of diverse technologies and platforms.
• Extensive knowledge of business operations, objectives and strategies. Understands business trends in the purchasing industry and has demonstrated success in identifying purchasing opportunities.
• Thorough math skills and accounting practice skills.
• Proficient in the use of computer systems, personal computers and software such as MS Word, Excel and PowerPoint and Outlook.
• Ability to demonstrate mature and professional judgment, initiative, critical thinking and strategic planning.
• Ability and foresight for problem resolution with demonstrated success utilizing operational and management skills.
• Outstanding leadership and problem-solving skills.
• Proactive versus reactive approach to all tasks and challenges.
• Excellent written and verbal communication skills.
• Ability to relate to diverse communities.
• Ability and willingness to travel to and visit various agency locations throughout New York City.
