Description:The Evaluation and Research Department provides Safe Horizon programs with full-time, in-house services and consultation on quality assurance practices and quality improvement plans, needs assessment, observation and analysis of program practice, logic models and outcomes measurement. The department’s activities are guided by a commitment to support programs with evaluation strategies that are integrated into program activities without interfering with service delivery and demonstrate respect for the experiences and life contexts of survivors of interpersonal crime and abuse.
Responsibilities:The Senior Director of Evaluation and Research will oversee, manage and direct Safe Horizon’s quality assurance, evaluation and research activities. With a staff of 4-6 professionals, the Senior Director has an integral role in fulfilling Safe Horizon’s commitment to implementing safety-focused, trauma-informed, client centered victim assistance practices that comply with funder regulations and promote effective delivery of Safe Horizon’s services. Through these activities, the Senior Director plays a key role in fulfilling the organization’s strategic plan.

In partnership with the Chief Program Officer (CPO), Deputy Program Officer (DPO) and program leadership the Senior Director:

• Develops and implements quality assurance monitoring, tracks and refines program benchmarks, and designs evaluation plans for Safe Horizon’s programs;

• Provides consultation on the use of qualitative and quantitative approaches to program evaluation and on advanced statistical analyses for prediction and significance;

• Manages multiple data sets and databases that contain confidential information about clients;

• Collaborates with the Information Systems & Technology department to plan for and implement data system improvements that support the agency’s program evaluation and reporting goals;

• Provides the Institutional and Government Support unit of the Development Department with guidance and consultation on grant proposals and takes ownership for the evaluation methodology;

• Keeps CPO, DPO and program leadership informed about progress and provides them with evaluation data that meets the goals of the strategic plan and supports sound decision making;

• Provides leadership, guidance and supervision to evaluation staff who work closely with program staff across all levels of the organization;

• Contributes to identifying knowledge gaps and advance knowledge in the field; and

• Plans and authors written and oral reports, briefs and manuscripts for publication/presentation.

Qualifications:• Prior experience in non-profit program evaluation or research and in evaluation design and a clear understanding of the role of evaluation in a non-profit organization.

• A minimum of three years of experience supervising or managing staff.

• The ability to balance “big picture” thinking with an eye for detail and skill in complex program evaluation.

• Deep knowledge in defined program areas of victim assistance, domestic violence, crisis intervention, trauma.

• Strong web and computer skills including knowledge and experience with Microsoft Word, Excel, PowerPoint, SPSS or another analytic software.

• A hands-on, roll-up-your-sleeves attitude, with an ability to both plan and implement.

• Excellent written and oral communication skills including the ability to translate sophisticated theoretical concepts into plain language so that they can be broadly understood.

• Demonstrated success functioning in a team-based environment while leading and managing multiple projects and priorities.

Required Education:

A Master’s degree or advanced degree in evaluation, public health, social science, public administration, social work, or education and at least three years post graduate experience in victim assistance, public health, social service, education, or another related field.
