Description:Safe Horizon offers a variety of programs for victims of crimes and domestic violence at over 65 locations City-wide. The Senior Director will be responsible for assessing facility conditions at all Safe Horizon locations to ensure that they are code compliant, structurally sound and that all building systems are fully functional and operate efficiently. The Senior Director will also serve as the agency-wide site safety coordinator for Safe Horizon, ensuring that up-to-date fire safety, evacuation and related life safety protocols are in place and that agency staff are properly trained in safety procedures. The position shall direct Engineering and Contract services to accomplish needed repair, upgrade, procurement, inspection, testing, of capital projects. The position serves as a key member of the Real Estate and Property Management team of the agency, setting strategic direction and helping achieve short and long term agency goals and objectives. This position will ensure that the facilities are properly operated and/or repaired, while managing and accurately reporting on actual and forecasted spending and project completion schedules.
Responsibilities:Major responsibilities include inspection and assessment of facility conditions and identification of items requiring repair and/or upgrade, performing feasibility studies and providing cost estimates and schedules for such work, and ensuring safety of design and work practices. The position is responsible for managing and reporting of the RE&PM annual capital budget, regular cost and project status reporting, and providing monthly updates of total forecast project spending and scheduled project completion. The incumbent will play a key role in the development of annual capital budget expenditures. The position will oversee the use of contract engineering and other consultant support services as needed and field construction and inspection staff and acquire necessary resources to meet all agency engineering commitments.
• Provide structural and condition assessments of Safe Horizon facilities to identify repair, maintenance, and code compliance issues and devise and implement cost effective solutions;
• Engage consultants and contractors as necessary to provide ongoing facility services including code compliance inspections, fire safety inspections and infrastructure servicing, maintenance and repair of HVAC systems, pest control and similar services;
• Identify long term capital needs within the context of the agency’s overall budget for ongoing facility maintenance and repair;
• Lead & direct the continuous technical improvement of the facilities and sites in support of program and business goals.
• Prepare, justify, & manage accurate engineering/facilities expense/capital budgets.
• Ensure adequate contractor/consultant staffing levels to achieve the highest value facility maintenance and capital programs possible.
• Direct, coordinate, communicate, and interpret policies to ensure that capital programs/projects are thoroughly planned, scheduled, scoped & estimated.
• Ensure adherence to all standard work processes & support all continuous improvement activities.
• Update and maintain fire and other safety plans and related infrastructure including fire safety systems and procedures;
• Direct consultant services and activities to ensure that services are provided pursuant work scope and contract requirements;
• Review and authorize payments for consultant/contractor services;
• Manage and track all facility service contracts to ensure contractor compliance with work scope;
• Coordinate with on-site facility and program managers to ensure proper communication of upcoming work schedules, status of ongoing work and to minimize any disruption to ongoing program operation;
• Take action to address and correct any facility-related code violations issued by the governmental regulatory and/or oversight agencies;
• Manage staff responsible for assisting in facility assessment and contract management.

Qualifications:• Ability to provide concise and clear facility condition evaluations and solutions;
• Ability to direct the activities of staff and consultants/contractors;
• Strong communication and organizational skills;
• Ability to work under pressure in a calm and reassuring manner;
• Must demonstrate the ability to work independently.
• Bachelor of Science Degree in Engineering plus 5+ years supervisory experience in Facilities/Project Management or Project Engineering with responsibility and accountability for a segment or company capital/operating budget of comparable size with multiple locations.
• Familiarity with New York City Building, FDNY and other applicable regulatory codes and requirements;
• Demonstrated commitment to safety, including safety considerations in engineering design, recommendations, and implementation.
• Demonstrated ability to communicate verbally and in writing.
• Must be able to work effectively in a team setting and regularly solicit input from others in the development, planning, scoping, estimating and execution of projects.
• Demonstrated ability to proactively manage a capital project including timely and accurate reporting of forecasts.
• Must have good organizational skills and take initiative to plan, monitor and report on project progress and spending, including forecast future spending and accruals.
• Experience in use of formal project management processes and related scheduling software. Ability to make technically and economically sound recommendations with incomplete information and within the time deadline required.
• Working knowledge of procurement systems and contracting with the ability to represent the agency’s interests with vendors and contract staff.
• Proficiency in use of Microsoft Office Suite software.
